[ARCHIVED] PennDOT dumps storm water responsibility on Township

Cranberry’s Board of Supervisors was briefed by Township Manager Jerry Andree at its January 27 meeting about a PennDOT policy change concerning the ownership and maintenance of stormwater facilities associated with its roadways. The effect of the policy would be to transfer the liability for maintaining the network of pipes, culverts and other water handling facilities alongside and beneath state roads to the municipal governments through which those road pass. The change carries the potential for immediate costs to Cranberry, related to the maintenance of stormwater facilities, as well as even larger long-term costs because, over time, every form of infrastructure will fail and require replacement or repair, in addition to its normal maintenance. PennDOT’s motivation, according to Mr. Andree, is the state agency’s shortage of funds and its attempts to shed costs by transferring them to local governments.
